Saint Lucia has recently passed the Citizenship by Investment Act No. 14 of 2015 which enables persons to acquire citizenship of Saint Lucia upon making a qualifying investment in the island.
The Act provides that any person over the age of 18 who meets the qualifying criteria, together with his/her dependents, may apply to be registered as a citizen of Saint Lucia.
The application, which is to be completed by the applicant and submitted via an authorised agent, must include, among other things, the following:
non-refundable processing fees;
a health certificate by a medical practitioner with respect to each applicant and qualifying dependant;
a police certificate from the applicant’s country of birth and from any other country in which the applicant resided for more than one year during the 10 years preceding the date of the application;
a banker’s reference;
details and evidence of the proposed qualifying investment;
applicant’s sworn affidavit and supporting documents declaring financial resources of at least US$3,000,000.00; and
sworn affidavit of support of each qualifying dependant (if applicable).
The Citizenship by Investment Regulations Statutory Instrument No. 89 of 2015 prescribe the legal formalities required to facilitate implementation of the programme, including but not limited to the threshold requirements for qualifying investment, that is, cash or an investment in bonds, land or enterprise. It also prescribes all such fees as are due to be paid during the application and approval process.
Saint Lucia’s Citizenship by Investment Programme was formally launched on 7th October, 2015 in Monaco. Floissac Fleming & Associates’ Consultant, Ms. Shan Greer, was in attendance at the Launch.

As a citizen of Saint Lucia, you are allowed to hold dual citizenship and are not therefore required to renounce your citizenship of any other country. Moreover, as a citizen of Saint Lucia, you are eligible to be issued with a passport which allows visa-free travel to about 98 countries and territories worldwide, including the entire EU making Saint Lucian citizenship exceptionally appealing. You would also be entitled to residency in Saint Lucia and/or the 14 other member states of the Caribbean Community (CARICOM).
Moreover, citizenship by investment in Saint Lucia is exclusive as the grant of such citizenship is limited to a maximum of 500 per year.
